
Mr. Choate’s practice focuses on white collar defense, complex civil litigation, securities fraud, and immigration matters. He is a former federal prosecutor with the United States Department of Justice. Mr. Choate has also served as an Adjunct Law Professor for the University of Utah S.J. Quinney School of Law.
Prior to joining PBP. Mr. Choate spent almost 20 years as a litigator for the federal government. From 2010 until 2026, Mr. Choate served as a federal prosecutor in the United States Attorney’s Office for the District of Utah. During this time, he spent seven years in executive management while serving as the Executive Assistant United States Attorney and the First Assistant United States Attorney.
During his time with DOJ, Mr. Choate prosecuted a wide variety of criminal matters, including national security cases, export control, and financial crimes- including matters involving the Foreign Corrupt Practices Act (FCPA), mail fraud, wire fraud, embezzlement, immigration offenses, computer related crimes, and a variety of violent crimes involving firearms and narcotics.
Mr. Choate also spent several years litigating complex civil fraud cases on behalf of the United States. In this role, Mr. Choate prosecuted a variety of healthcare fraud, financial fraud, defense contractor fraud, and customs fraud matters. These cases were prosecuted in the context of the False Claims Act and affirmative federal investigations. Mr. Choate also prosecuted regulatory matters brought by the United States against businesses and federal licensees.
Prior to joining the Department of Justice, Mr. Choate served as an Assistant Chief Counsel for the Department of Homeland Security, Immigration and Customs Enforcement. In this role, Mr. Choate led the corporate worksite enforcement efforts, and litigated thousands of immigration matters, including complex asylum cases, cancellation of removal hearings, marriage fraud investigations, detention hearings, and waivers for adjustment of status.
During his time with the United States Government, Mr. Choate was twice awarded with the prestigious Director’s Award for Outstanding Performance on behalf of leaders in federal law enforcement and the Department of Justice.
In his spare time, Mr. Choate enjoys spending time outside with his wife and two boys and serving the community as a hockey and baseball coach. Mr. Choate also serves on the Board of Directors for Basin Recreation in Park City, Utah, where he chairs the finance committee and sits on the strategic planning committee for the board.
